CEO POSITION DESCRIPTION
The Chief Executive Officer (CEO) shall manage the day-to-day administration and operations of Starlight Enterprises, Inc., subject to policies adopted by the Board of Directors. The CEO shall be selected and appointed by the Board of Directors and shall serve at the Board's pleasure.
OVERVIEW:
The CEO is the lead administrative position of the agency and is responsible to the Board for development and implementation of policies, procedures, and programs intended to improve and enhance the lives of people with intellectual and developmental disabilities. This position is charged with the responsibility to plan, organize, direct, and coordinate staff programs and activities of the agency to assure that objectives are obtained, plans fulfilled, and needs of the agency are met through effective leadership, positive relationships within the agency and other organizations, both public & private. The CEO shall provide forward-looking programming and constructive growth of the agency through leadership in strategic planning, financial oversight, advocating for people with intellectual & developmental disabilities, community engagement, managing operations, strong administrative, supervisory, & public relation skills, experience in human services, and team building.
KEY RESPONSIBILITIES:
- Board & Stakeholder Relations: Reporting to the Board of Directors, communicating with internal & external partners, and ensuring accountability.
- Advocacy & Community Engagement: Representing the agency's mission to local/ state/federal legislators and the public; building partnerships promoting inclusion and self-advocacy.
- Operational & Fiscal Management: Overseeing daily operations, managing budgets, personnel, ensuring effective service delivery.
- Employment First Leadership: Championing community employment for individuals with intellectual & developmental disabilities, working with families & other Providers on integrated opportunities.
- Manages the provision of services offered by Starlight Enterprises, Inc.
- Provide, or cause to be provided to the Board of Directors, all information, data and reports which the Board may require for it to assess the manner and effectiveness with which the policies are being carried out by the administration and through which the services mandated for the Agency are being fulfilled. Be the public voice of Starlight and build up the organization's reputation as a respected and trusted leader in the community; lead and participate actively in efforts to elevate external stakeholders鈥 understanding of Starlight's impact on the lives of individuals with intellectual and developmental disabilities.
- Keeps abreast of local, state, & federal policy decisions that impact individuals and their families.
- Directs, coordinates, plans, and evaluates the organization's financial and budgetary activities to fund operations and increase efficiencies while following all governing laws & regulations.
- Analyzes business operations to evaluate performance in meeting objectives and determines area of cost reductions, program improvement, policy changes, and program additions or deletions. Make recommendations for business model changes that will stabilize and grow the organization.
- Directs, plans, and implements both long and short-range plans, policies, and procedures to ensure continuing operations, establish & maximize returns, and increase productivity with financial parameters. Negotiates Union Contracts that reflect responsible fiscal & management policies.
- Oversee the development and implementation of the Strategic Plan.
- Recruits, orients, and trains the new Board members.
- Responsible for managing the senior executive team and for the overall performance of the management team. Appoints department heads and management and assigns or delegates responsibilities accordingly. Provides appropriate training and technical assistance for the workforce.
- Fosters and maintains excellent & positive working relationships with staff, the Board of Directors, individuals supported by services, Union representatives, and other stakeholders including local, state, and federal entities.
- Oversees Annual budget and ensures the organization functions within its financial guidelines, limitation, and appropriate risk management standards and maintains adequate resources for cash flow.
- Active involvement I community activities that include public speaking and media relations.
- Monitor and enforce adherence to Medicaid and Service & Support Administration regulations.
- Works with local businesses and other Providers to foster success in community employment opportunities.
- Prepares the agency for Accreditation and Auditing.
- Oversee fundraising planning and implementation including identifying potential and current resources.
- Ensures the agency meets all funding and record-keeping requirements, including local, state, & federal, grants, or individual donors.
- Continue growth and expansion efforts to include new lines of business and collaborative partnerships.
- Ensure all business licenses, registrations, certifications, and insurance policies remain in good standing and up to date.
- Keeps current with best practices in the field to include, but not limited to corporate transparency, effective whistleblower policies, innovations in service delivery, maintaining high ethical standards.
- Responsible for facilities management and property management. Maintains health & safety of individuals and personnel.
